how to play http stream file,replace by local file stream

cef CefResponseFilter and CefResourceManager::Provider can filter request and response
use it to modify response content
I have a question, in html <video></video> player.
when the mp4 play, I can use it to response 206 stream.
if i replace by local stream, it have some problem like (failed)net::ERR_REQUEST_RANGE_NOT_SATISFIABLE media
how to solve this, or this have problem？
