Problem with PDF and layer

Hello!
I have a problem in a project that uses CEF.
The page it loads has support for certain functions on the layer launched from JavaScript.
When the PDF document is open underneath, the elements of the layer above the document are inactive, while the PDF underneath is activated.
This functionality works properly in IE, Chrome and Firefox.
What could be wrong?

What OS and CEF version? Does the problem reproduce in Google Chrome or cefclient at the same version?

os: Windows, CEF: 75.1.14 (and previous too).
In Chrome not problem.

Unfortunately, it's the same on version 79

Does the problem reproduce in cefclient at v79? Are you using windowed or off-screen rendering? Can you share a URL or sample HTML/JS file that reproduces the problem?

Yes. The problem occurs in cefclient version 79.
I render in the window.

If you can make a simple reproduction case it would be worthwhile, otherwise we're unlikely to fix this issue.

Attached is my example (simplified of course).
There is a format and the bottom has a PDF file loaded.
The user clicks on the function that shows the layer with the format loaded. Part of the form above the PDF is inactive in CEF - it works in Chrome.
Unfortunately, this is an old application and I cannot change its code.

What, specifically, is the problem in the example that you provided? What steps reproduce that problem?
