Fonts with @font-face not loading; look wrong on Windows 7

On Windows 7, When you have a .css with @font-face specifying a font, for example a woff2 file, fonts don't load and/or look wrong.

This bug happens with CEF automated builds (http://opensource.spotify.com/cefbuilds/index.html) with the win32 sample cefclient app running on Windows 7.

This bug can be seen with CEF 79.1.10 (the latest) and CEF 79.1.0. To reproduce the bug, just view this page: http://www.scenictexas.org/wp-content/t ... /demo.html
The web page looks different in CEF than it does in Chrome.

This bug doesn't happen with CEF 77.1.13. The web page looks the same as it does in Chrome 79.0.3945.88.

The attached image shows the problem (note that the font issue may look way worse in some applications!).

Once, when I tried the web page with Chrome 79.0.3945.117 (an up-to-date build), the font looked heavy and incorrect for about 1 second, and then the font changed and appeared lighter and correct.
So it looks like CEF 79.1.10 is behaving like Chrome but simply isn't ever loading the correct font.
In my own application, I saw CefRequestHandler make requests for the .css file, but never for the referenced .woff2 files.

CEF fonts look correct on Windows 10.
