OSR results in weird event.timeStamp values (#2749)

When CEF is started with --off-screen-rendering-enabled and Windows "Fast startup" is enabled/used, event.timeStamp values will be 0 for the first ~10 seconds. This can lead to strange effects, e.g. click events that won’t have any effect for the first 10 seconds. (https://github.com/vuejs/vue/issues/10366)

The problem was reported with https://bitbucket.org/chromiumembedded/ ... amp-values but then closed by the reporter because he just disabled the "Fast startup" feature. But the problem is still present in the latest CEF version and not everyone has control over their user’s machine.

Is there a way to reopen this issue without the reporter doing it (I couln't find him on other platforms), or should I just add a new issue? I will contribute a workaround to Vue.js, but this is just symptom-fighting. The root problem is still present in CEF (and CEP).

Are you planning to debug this issue and submit a fix? If so, we can re-open.

I haven’t compiled CEF on my own, neither do I know the Chromium/CEF internals. So I assume debugging the issue will be quite challenging..?

But I can reproduce the issue on my machine and I’m willing to gather further information/measurements. Is there a different time-API used when CEF is running with --off-screen-rendering-enabled?

PS: In the meantime, the author of the issue already reopened it. So I guess this thread can be closed/deleted and the discussion should be continued at https://bitbucket.org/chromiumembedded/ ... amp-values
