The system flash plugin works fine for me and many other people with CEF and Windows 7. Please provide more information about your problem including:

1. What version of CEF.
2. What version of Flash.
3. How to reproduce the problem that you're experiencing.

Some problem like that:
I used cef_binary_1.963.439_windows
The flash plugins works in WIN7 (with chrome browser 19.0.1036.7 dev-m installed)
But it shows "Missing Plug-in" in XP (without chrome browser)
Should I copy some flash plug-ins files from WIN7 to XP?

CEF does not work with the Flash version that Chrome bundles. You need to install a system flash player version from http://get.adobe.com/flashplayer/.

It works in XP after flash player installed.
I think it works in my WIN7 because the firefox I installed in WIN7.
