mouse wheel problem in osr mode

look at the gif animation before.

first mouse wheel msg doesn't work until second wheel msg is received.
second msg doesn't work until 3rd msg is received.
an so on...

scroll bar is well if no mouse wheel msg is received.
if not scroll bar will quick move between last position and mouse position.

my win10 pc is ok.
some of win7 pc has this problem.

yes.

some of win7 pc can reproduce.(i test on 5 win7 PCs and 2 of them reproduce the problem)
the pc that reproduce problem 100% reproduce the problem.
the pc that doesn't reproduce problem never reproduce the problem.
