Hello,
in the windows (64-32) builds proposed ( http://opensource.spotify.com/cefbuilds/index.html ) I can not find the libcef_dll_wrapper.lib which is asked to be included in the tutorial. do i need to build it myself?

Yes, you need to build it from source code included in the binary distribution. Use CMake to generate the necessary project files.
