How to turn on screen capture / sharing in CEF3 ?

CEF has WebRTC support, and it works nice when lauched with enable-media-stream, but another media feature of Chromium doesn't work - screen capture. Are there some method to programmatically turn on the option "chrome://flags/#enable-usermedia-screen-capture" ?
